Pre-Development Activities for a Transformative Affordable Housing Community in Herndon: Dulles Greene

Earlier this year, the Fairfax County Redevelopment and Housing Authority (FCRHA) approved and executed an interim agreement with True Ground, paving the way for pre-development activities for an upcoming transformative affordable housing community near the Innovation Center Metro station in Herndon, Virginia, called Dulles Greene.
Located predominantly on a 9.6-acre county-owned site at 13500 Dulles Greene Drive, the proposed development presents an opportunity to create high-quality, affordable housing in one of Northern Virginia’s most transit-connected growth corridors. The development aims to consolidate the County-owned site with an adjacent, privately-owned site to enable more affordable homes and community-accessible open space. Pre-development work includes due diligence, site design, community engagement, and financial feasibility efforts, all of which will help shape the future of the project. To date, one public meeting has been held, and True Ground will hold more during the summer and fall as we work with County staff through the entitlement process. We are aiming for full approval from the Fairfax County Board of Supervisors by early 2027.
Herndon sits at the center of one of the nation’s strongest economic regions, yet rising housing costs have placed increasing pressure on working families, seniors, and essential workers. Affordable housing opportunities remain limited relative to demand, making new transit-connected, income-restricted communities critical to ensuring residents of varying incomes can continue to live, work, and thrive in the community.
True Ground’s proposal envisions approximately 435 affordable apartments across two seven-story residential buildings. The community would offer a mix of one-, two-, three-, and four-bedroom homes, serving households earning between 30% and 60% of the Area Median Income (AMI).
Designed to prioritize resident and community wellbeing, Dulles Greene would feature onsite resident services, a fitness center, business facilities, and private courtyards with playgrounds, grilling areas, and flexible recreation space. In alignment with other True Ground communities, Dulles Greene would be built to high sustainability standards, promoting energy efficiency and healthy living spaces. The plan also seeks to enhance connections to the nearby Innovation Center Metro station and recently completed neighborhood trail through landscape improvements, lighting, and outdoor fitness amenities.
