Built in 2013, Arlington Mill is an innovative, award-winning development located on South Dinwiddie Street. The four-story building includes 122 studio and one-, two-, and three-bedroom apartments, a community room, and underground parking. Located just one block away from the intersection of Columbia Pike and Four Mile Run Drive, Arlington Mill is adjacent to the Arlington Mill Community Center, which includes a gym, senior center, teen room, and meeting rooms. Glencarlyn Park and the Four Mile Run Bike Trail are just steps away from the building.
Arlington Mill includes 13 units for individuals and families receiving supportive services from Arlington County.
One of APAH’s first eco-focused properties, Arlington Mill achieved EarthCraft certification and features 15 SEER HVAC systems, tankless gas hot water heaters, wood panelized construction, and EnergyStar-rated windows and appliances.
Collaboration with Arlington County Government
Arlington Mill Residences and Arlington County’s Arlington Mill Community Center were jointly awarded the Urban Land Institute (ULI) -Washington’s Trends Award for Excellence in Housing Development in 2015. Other partners involved in the project included KGD Architects, DSC Design, Hamel Builders, Hitt Contracting and the community.
Financing
Arlington Mill Residences, was named Metropolitan/Urban Housing winner at the at the 21st Annual Charles L. Edson Tax Credit Excellence Awards.
Built atop the County-built parking garage that is shared with Arlington Mill Community Center, the apartment building pilots the innovative, cost-saving concept of “Public Land for Public Good.” Arlington Mill Residences is a 100% affordable rental community and the first affordable housing to use Form-Based Code, a tool to spur revitalization along Columbia Pike. Arlington Mill Residences is EarthCraft Virginia certified for energy efficiency and environmental living. APAH converted cost savings from the discounted ground lease, construction savings and shared site costs to permanently lower rents. The cost/unit was $253,000, far below average for this dense, high-cost and difficult-to-develop urban community.
