True Ground Announces Chief Financial Officer Transition
ARLINGTON, VA (April 17, 2025) True Ground Housing Partners announced today that Kyle McCandless, Chief Financial Officer (CFO), will depart the organization on June 30, 2025. True Ground’s Board of Directors has appointed Kenneth Burton as its next CFO.

Kyle joined True Ground as the accounting manager in 2015, was promoted to director of finance in 2021, and has served as CFO since 2022. Under his leadership, True Ground created and preserved more than 1,900 affordable apartments and expanded outside of Arlington County to Fairfax and Loudoun counties in Virginia, Montgomery County, Maryland, and the District of Columbia. Among his many accomplishments, Kyle maintained True Ground’s complex consolidated financial statements through the independent audits since 2015, improved the organization’s asset growth, and implemented cloud-based system improvements to streamline accounting processes.
Carmen Romero, President and CEO, remarked on the transition, saying, “On behalf of the board and staff, we share our deepest thanks for Kyle’s service and commitment to this work, and every resident that calls a True Ground community home. Kyle has been a longtime colleague and friend for 10 years and his impact to True Ground has been key to enabling our mission to move forward. The transition to onboarding Kenneth has been seamless, and our finance team and partners are well prepared for this next chapter in our growth.”

Kenneth joins True Ground bringing more than 20 years of experience in the public and private accounting sectors. He has preserved over 3,500 affordable units nationwide, and completed 29 Low-Income Housing Tax Credit (LIHTC) affordable housing projects. Upon joining the team, Kenneth said, “Financing affordable housing is complex; What is simple is True Ground’s why. I’m energized by this organization’s vision that everyone deserves a place to call home – a foundation to live their dreams and look forward to building stronger communities across the DC region.”
As outlined in its current strategic plan, True Ground aims to increase its portfolio to 7,500 households to impact the region’s affordable housing supply. Kenneth’s strong background in accounting and finance, affordable housing, and real estate development will propel True Ground into its next chapter.
