The Sweeney (formerly Crystal House 3) will create 432 affordable apartments and is a unique opportunity to deliver critically-needed affordable housing at scale via a public-private partnership opportunity and donated land. The project is named in honor of Jean and Jack Sweeney, two of True Ground’s founders.
In 2020, the Washington Housing Conservancy acquired Crystal House with a loan from Amazon’s housing fund. Amazon subsequently donated the land and development rights for the infill projects to Arlington County. Arlington County initiated a nationwide search for a development team to develop these infill parcels, aiming to create 844 new housing units. This included 655 affordable units, ranging from 30% of the Area Median Income (AMI) and upwards. True Ground, along with its market-rate co-developer EYA, were selected as the team to develop this groundbreaking mixed income, mixed-tenancy opportunity.
Project partners for The Sweeney include Arlington County, Amazon, National Equity Fund, Capital One, Virginia Department of Housing and Community Development, Virginia Housing, CBG Building Group, KGD Architecture, and KCM. The project will break ground in September 2025.
