Oakwood Meadow Senior Residences Celebrates Its Grand Opening

The new community in Fairfax County creates 150 affordable apartments for aging independent adults

ARLINGTON, VA (August 28, 2023) Together with partners and Fairfax County officials, the Arlington Partnership for Affordable Housing (APAH) cut the ribbon on Oakwood Meadow Senior Residences (Oakwood Meadow), a new affordable housing development for independent seniors in the Franconia District. Oakwood Meadow provides one- and two-bedroom apartments for qualifying adults ages 62 and older who earn between 30% and 60% of the area median income (AMI).

Located on a site that was formerly a stormwater retention pond, this project demonstrates a successful public-private partnership between APAH and Fairfax County Redevelopment and Housing Authority (FCRHA). “Oakwood Meadow shows that underutilized, vacant public property can be transformed into something beautiful that serves the people of our community,” said Jeffrey C. McKay, Chairman, Fairfax County Board of Supervisors. “It also is an example of how affordable housing is – and can be – everywhere across Fairfax County.”

In addition to the contribution of public land, Fairfax County and the FCRHA invested $5.25 million in local Housing Blueprint funding, nearly $12.6 million in bond financing, and awarded project-based vouchers. Additional financing includes both four and nine-percent Low-Income Housing Tax Credits awarded by Virginia Housing and nearly $30 million in equity investments from Bank of America.

Residents at Oakwood Meadow enjoy more than 6,000 square feet of amenity space including community rooms, a game room, a library, a sunroom and gardening space, package lockers, a fitness center, laundry on each floor, shuttle service, and an outdoor lounge space including a playground for visiting family. Oakwood Meadow resident, Annie Dubois shared that she is “so happy to live in a beautiful new community like this.” The property is thoughtfully designed for older adults and features 100% Universal Design, allowing residents to independently age in place. Located just one-half mile from the Van Dorn Metro Station and one mile from the Kingstowne Towne Center, Oakwood Meadow residents can easily and safely access public transportation and retail amenities.

“Oakwood Meadow is our first project in Fairfax County and our second senior community,” said APAH President and CEO, Carmen Romero. “We have an obligation to meet the growing need of this population and provide quality, affordable places for people, especially our seniors, to call home.” APAH’s onsite Resident Services staff offers programming and support informed by the residents. Supported by a partnership with Fairfax County Neighborhood Community Services, residents will enjoy onsite grocery distribution, recreational and educational opportunities such as craft nights, computer literacy programming, and transportation assistance.
